The Navy's Navigation Plan, published on Thursday, aims to strengthen its position against the PLA by 2027 through increased recruitment and strategic technological advancements.
The report states that the Navigation Plan aims to achieve two strategic objectives: preparing for the possibility of war with the People's Republic of China by 2027 and maintaining the Navy's long-term advantage.
To achieve these objectives, we will employ two complementary strategies: executing Project 33 and enhancing the Navy's role in the joint military environment.
The 2027 deadline for Navy modernization is linked to Chinese President Xi Jinping's objective of readying the PLA for an invasion of Taiwan by 2030.
According to the Department of Defense's "The Ambitious Dragon" document from last year, if President Xi continues to pursue the annexation of Taiwan, the PLA will be prepared to do so by 2027. He is likely to take steps to achieve this goal by 2030 as China's population ages, and he will do so in order to solidify his historic legacy in his lifetime.
Adm. Lisa Franchetti, the Chief of Naval Operations, stated that the plan aims to build upon the previous Navigation Plan and enhance the readiness of the Fleet by improving the capabilities, weapons, and sustainment of platforms and ensuring that personnel are equipped with the right mindset, skills, tools, and training.

"The PRC poses a challenge to our Navy that goes beyond just the size of its navy fleet. The Navy's Thursday report stated that ships are still important, but assessing threats based solely on the number of battle force ships or tonnage is no longer sufficient. The PRC presents a complex multi-domain and multi-axis threat through operational concepts like multi-domain precision warfare, grey zone and economic campaigns, expansion of dual use infrastructure (e.g., airfields) and dual use forces (e.g., Chinese maritime militia), and a growing nuclear arsenal."
Despite being "wounded and isolated" due to the conflict with Ukraine, Russia remains a significant threat in the East Asian sphere due to its technological and operational capabilities.
The island of Taiwan, located off the coast of the Asian mainland, was kept as a hold-out by the Republican government in the 1940s, declaring independence from the People's Republic of China and claiming continuation of governance from the pre-revolutionary Chinese state.
The Chinese Communist Party, which governs the People's Republic of China, has long asserted its sovereignty over Taiwan and the Taiwan Strait.
