New analysis suggests that Havana Syndrome may be caused by a foreign actor, prompting victims to react.

Some U.S. intelligence agencies have reversed their stance and now believe a foreign adversary could be responsible for the mysterious "Havana Syndrome" brain injuries reported by U.S. diplomats and government workers overseas. While the overall assessment from the intelligence community remains, two out of seven agencies now say it is possible that a foreign actor could have developed a weapon capable of causing such brain injuries.
In December 2016, while living in Havana on assignment, Adam, a former government employee whose identity Planet Chronicle agreed to protect, was first attacked. He experienced multiple attacks and described pressure to the brain that led to vertigo, tinnitus, and cognitive impairment.
The U.S. government has been pressured by victims, including Adam, to find a culprit for the neurological injuries reported by those suffering from Havana Syndrome. Now, two of the seven U.S. intelligence agencies acknowledge that a foreign adversary, likely Russia, may have developed a weapon responsible for these injuries.
Adam, in an interview with Planet Chronicle, stated that the eight-year fight against those responsible for covering up egregious behavior has not yet resulted in a feeling of vindication. However, he believes that when the truth is fully exposed, he will be able to say that he is vindicated. Adam hopes that the new administration will pay the debt and hold those responsible accountable, as the American people deserve better than to be lied to.
Six Havana Syndrome victims, including Adam, attended a White House meeting on November 18th, 2024, to provide the incoming administration with a roadmap on Havana Syndrome, also known as Anonymous Health Incidents (AHI’s). The three-hour meeting was led by NSC Coordinator for Intelligence and Defense Policy Mahar Bitar. The victims reported receiving a heartfelt apology from the NSC staff for how they were treated by the U.S. Government.

The updated Intelligence Community Assessment, resulting from ongoing analytic work and changes in key judgements by some intelligence components, underscores the importance of the U.S. Government continuing critical research, investigating credible incidents, and enhancing efforts to provide prompt care and long-term clinical follow-up.
The NSC will provide the incoming Trump administration with a comprehensive overview of the ongoing work that should be continued.
It has long been clear to the victims that a foreign enemy may be responsible for the suspected directed energy attacks, as stated by Adam.
"What astounds me is that the CIA can't Google. If anyone could sit and search for information on China, neuro-strike weapons, Russia, super weapons, they have been very public in the press about their directed energy weapons programs and plan on deploying them in conventional warfare," Adam said.
On Friday, the ODNI released a report and conducted a background call with journalists.
According to a new assessment from the intelligence community, two components have revised their assessments about a foreign actor's ability to cause biological effects consistent with some reported symptoms of AHIs. This change in assessment has led two IC components to slightly alter their overall judgment about whether a foreign actor may have been involved in a small number of events.
The ODNI official explained the change in assessment of the two intelligence agencies.
An official stated that there is a possibility that a foreign actor may have created a new weapon or device that could harm a small group of U.S. personnel or dependents who experienced medical symptoms or sensory phenomena as AHI's.
The official stated that both components lack confidence in their judgments.
The CIA was not the intelligence agency that changed its assessment, as ODNI declined to disclose the identities of the two agencies involved.
Adam claimed that the CIA had stopped their investigation three years ago, and no one expected them to change their assessment.
Attorney Mark Zaid, who represents some of the victims, stated that the new assessment "continues to hide the truth behind a cloak of secrecy." Although the headline suggests that it is "very unlikely" a foreign adversary is responsible for AHI attacks, this conclusion must be understood in context as it may create confusion for the general public regarding its meaning.
An interim report by Republican-led CIA Subcommittee Chairman Rick Crawford (R-Ark.) on the committee's investigation into Havana Syndrome concluded that it is "increasingly likely" that a foreign adversary is responsible for "some portion" of the incidents.
The intelligence community was accused by the subcommittee of withholding valuable information from them in the interim report.
The inconsistent approach of the IC has negatively impacted IC personnel, policymakers' trust in the IC, the public's understanding of the IC, and how the IC is perceived by both allies and adversaries, according to the report.
Crawford pledged to collaborate with the new Trump administration to obtain solutions for impacted federal workers and the general public.
The Trump administration should continue to demand explanations for Havana Syndrome and the cause of the hundreds of workers' brain injuries, as Adam hopes.
"New information has emerged that is so compelling, even they can't ignore it any longer. We hope for a new administration that values its employees and the truth," Adam stated.
