Jocelyn Nungaray's murder occurred three weeks after the Biden-Harris administration ended its open border policy.
Police tape was discovered by Alexis Nungaray while searching for her missing 12-year-old.
In congressional testimony on Tuesday, the mother of a 12-year-old Houston resident who was strangled and thrown off a bridge by two illegal immigrants revealed the heartbreaking timeline of her daughter's final moments. She slammed the Biden-Harris administration's border policy, which allows violent criminals to enter the U.S. and harm citizens.
Jocelyn's last words to her mother, Alexis Nungaray, were "goodnight" and "I love you." She awoke to a nightmare.
"That Monday morning, when I opened my eyes, she was gone," Nungaray said. "She was there when I closed my eyes that night."
Jocelyn was abducted and killed by two Venezuelan predators who thought running water would hide their DNA after buying a soda at a nearby convenience store.
"On Monday morning, June 17th, Nungaray testified that it was terrifying to wake up and find out that their child was missing. They frantically searched the area where their phone was pinging, which was only two minutes away from their home. Driving up to the exact location, they saw crime scene tape and officers by a bridge."
She said that at the scene, officers couldn't provide answers. However, 45 minutes later, she received a phone call from police, requesting her to go downtown.
"My daughter is still missing, and I'm still clinging to hope that she's out there somewhere," she said. "They've placed me in the Homicide Division."

Jocelyn was questioned by detectives about the previous night, and then they disclosed that they had retrieved a corpse that they believed was her daughter's. The police discovered Jocelyn completely exposed from the waist down, with her wrists and ankles bound. Investigators stated that she had been strangled.
""I couldn't believe what was just told to me," Nungaray said, as her heart shattered."
Her daughter's final moments were a source of unimaginable horror for her, she said.
"Jocelyn, my daughter, was unaware that she had a target on her back as she was seen on video at 12:57 a.m. on June 17th, walking across the street down by the bayou under the bridge, at 3:04, for only two illegal immigrants emerged. They were there for two whole hours. I can't even imagine what Jocelyn was thinking in her final moments of fear."
Two Venezuelan men, Franklin Jose Pena Ramos, 26, and Johan Jose Martinez-Rangel, 21, have been charged with Jocelyn's murder. Both of them had been captured but released into the American interior earlier this year – one just weeks before Jocelyn's murder.
Nungaray claimed that one of the suspects confessed to doing "something bad." Both suspects allegedly asked their boss for money in a failed attempt to leave town.
"Nungaray stated that people who behave like that lack a heart. They are merely monsters who prey on others, and we openly welcome them into our country."
The mother, grieving for her lost child, joined other families of victims to advocate for stricter immigration policies and increased law enforcement efforts against migrant crime at a hearing.
"The Biden-Harris administration's open border policies and catch and release led to the enrollment of the individuals in the Alternatives to Detention program, resulting in their release into the United States. Tragically, just three weeks later, they would take the life of Jocelyn Nungaray's daughter."
