An ex-cop who is the brother of the NYPD commissioner is being investigated as an alleged 'fixer' for NYC clubs, according to a report.

A report claims that Edward Caban's twin brother, a former police officer, is being investigated for allegedly working as a "fixer" for restaurants and nightclubs in New York City.
James Caban, 56, is being investigated by federal authorities for his consulting work at upscale Manhattan nightspots and for allegedly easing tensions between these establishments and the police, according to sources.
"It wasn't old-school Mafia, 'If you don't pay, we break your windows,'" one source told the outlet. "But it was, 'My brother is a big shot, and he can make your fines and underage drinking go away.'"
The TAO Hospitality Group owns both Marquee and PhD, while Creatures at Selina Rooftop in Chelsea has faced over 150 noise complaints in the past two years, according to public records.
According to the report, Caban would visit the local precinct heads, who are also under federal investigation, after receiving a noise citation or an underage drinking complaint from the police.
The FBI raided the homes of First Deputy Mayor Sheena Wright, Deputy Mayor for Public Safety Philip Banks III, former NYPD official Timothy Pearson, who advises Mayor Eric Adams on public safety, and seized their electronic devices, according to a report. The officials were subpoenaed as part of a corruption investigation in connection with influence peddling.
Federal agents seized Adams' devices and raided the home of one of his top fundraisers last year. Despite denying any wrongdoing, Adams admitted receiving a subpoena from federal prosecutors and stated that he and his team are cooperating.
The investigation into James Caban is examining police reports from Manhattan bars and restaurants, as well as emails from NYPD officials, to determine if the complaints were handled appropriately, according to the report.
Allegedly, Caban's involvement with the establishments started when his brother was the first deputy commissioner under Keechant Sewell, who resigned in July 2023.
The police commissioner's brother was reportedly providing services to officers at Manhattan concerts, boasting about his connections in the police department.
In 1989, James Caban joined the NYPD, but he was eventually removed from the force in January 2001 due to multiple complaints and allegations, as per public records.
In 1996, he was accused of using excessive force and abusing his authority on two separate occasions, and these charges were substantiated.
Despite being booted from the force in 2001 for wrongfully detaining and threatening a cab driver, he had already risen to the rank of sergeant prior to that incident, according to City & State New York.
In August 2013, Caban owned an apartment building in the Bronx before being named one of the city's worst landlords by an outlet.
He was sentenced to 30 days in jail for not fixing hundreds of repairs on his Commonwealth Avenue building, according to The Real Deal.
The city had spent $115,000 to fix emergency issues, but Caban ignored all requests to fix more than 300 open property violations, as the housing court judge stated at the time.
According to the New York Daily News, Caban stated that he lacked the funds to fix the building.
Edward Caban's office, TAO Hospitality Group, and Creatures at Selina Rooftop in Chelsea have been contacted by Planet Chronicle Digital, but no response has been received yet.
The Department of Defense is fully cooperating in an investigation by the U.S. Attorney's Office for the Southern District of New York involving members of service.
