The House GOP report alleges that Biden engaged in "impeachable conduct" and defrauded the United States to benefit his family.
An impeachment inquiry against Biden has been initiated by the House Oversight, Judiciary, and Ways and Means committees.
The House Republicans concluded that President Biden engaged in "impeachable conduct" during their months-long impeachment inquiry, stating that he "abused his office" and "defrauded the United States to enrich his family."
The House Oversight Committee, House Judiciary Committee, and House Ways and Means Committee have prepared a 292-page report on the impeachment inquiry against Biden, which was obtained by Planet Chronicle Digital.
The report states that the Committees have amassed evidence showing that President Biden's actions constitute impeachable conduct.
According to Republicans, there is "substantial proof" that Biden was involved in a "plot to exploit his position of public trust for personal gain." They claimed that the Biden family and their business partners received significant sums of money from foreign sources by "falsely suggesting that these payments would grant them access to and influence with President Biden."
Since 2014, more than $27 million has been given to the Biden family and its associates by foreign individuals or entities, as stated by the committees.
The Biden family allegedly used Biden's position as vice president to obtain more than $8 million in loans from Democrat benefactors, but the loans have not been repaid and the paperwork supporting many of the loans does not exist and has not been produced to the committees.
While Biden was serving as vice president, the Republicans alleged a conspiracy occurred.
The report states that as Vice President, President Biden actively participated in his conspiracy by attending dinners with his family's foreign business partners and speaking to them by phone, often when being placed on speakerphone by Hunter Biden.
The report mentioned a 2014 dinner attended by Biden for his son, Hunter, with Russian oligarch Yelena Baturina. Following the dinner, Baturina sent $3.5 million to Hunter Biden's company, Rosemont Seneca Thornton.
Previously, it was reported by Planet Chronicle Digital that Biden dined with Hunter Biden's business associates, including Baturina, at Café Milano in Georgetown, Washington, D.C., in both 2014 and 2015. Additionally, Biden met with Jonathan Li of BHR in China in 2013.
In 2017, Biden had a meeting with the head of a Chinese energy company, CEFC, Ye Jianming.
The report asserts that it is inconceivable that President Biden did not realize he was abusing his public trust while participating in an effort to enrich his family.
The Biden family allegedly took extensive measures to hide this conspiracy, according to Republicans.
"The Biden family received foreign money through intricate financial transactions, according to the report. They laundered funds through intermediaries and split up large transactions into multiple smaller ones."
According to Republicans, Hunter Biden and his business partners utilized Joe Biden's status as vice president to secure advantageous outcomes in international business transactions and legal proceedings.
According to the report, several witnesses claimed that Hunter Biden used his father's name in business dealings with Romanian, Chinese, Kazakhstani, and Ukrainian companies, resulting in millions of dollars being transferred to the Biden family.
"President Biden's involvement in this conspiracy to profit his family is impeachable conduct," they stated. "By exploiting his position as Vice President for his family's gain, he violated his public trust and prioritized his family's interests over those of the United States."
He prioritized foreign interests over the interests of the American people, as stated by Republicans.
Biden concealed his mishandling of classified information as a private citizen, according to Republicans in their report.
According to the report, while serving as Vice President, Joe Biden took highly confidential documents from the White House without the necessary authorization.
Robert Hur, Special Counsel, probed Biden's unlawful retention of classified records for an extended period, but he did not indict the president. The documents contained sensitive information about military and foreign policy in Afghanistan, as well as other classified records pertaining to national security that compromised "sensitive intelligence sources and methods."
Earlier this year, But described Biden as a "sympathetic, well-meaning elderly man with a poor memory" and stated that it "would be difficult to convince a jury they should convict him."
The report now includes allegations from IRS whistleblowers, who claimed that federal investigators let the statute of limitations expire on Hunter Biden's alleged tax offenses.
"The report suggests that the Justice Department's special treatment for Hunter Biden may be grounds for impeachment, as the distortion of an official investigation was a factor in the impeachment of President Nixon in 1974."
The report states that the President can be impeached if subordinate officials' actions lead to it.
"The report declares that the extent of the corrupt behavior exposed by the Committees is unacceptable. President Biden is accused of conspiring to engage in influence peddling and grift while in office. He abused his position and, by repeatedly lying about his misconduct, defrauded the United States for personal gain."
Officials in the Republican party contend that none of these transactions would have taken place if Joe Biden had not held an official position in the US government.
"The report reveals that the Biden family's lavish lifestyle was made possible by their pattern of conduct, which involved selling the "Biden brand" around the world, with President Biden playing a key role in sealing deals on speaker phones or in private dinners. The evidence uncovered in the impeachment inquiry shows that this was a deliberate effort to conceal President Biden's involvement in the family's influence peddling scheme."
The Constitution specifies that the remedy for a president's "flagrant abuse of office is clear: impeachment by the House of Representatives and removal by the Senate," as stated by House Republicans.
"Although the impeachment power has been diminished by Democrats in recent years, the House must carefully consider pursuing articles of impeachment against President Biden, as stated in the report. To aid in this assessment, the report presents the evidence gathered so far."
The impeachment inquiry report of House Republicans was released weeks after Biden paused his re-election campaign due to internal party pressure following the June presidential debate against Trump.
Since mid-2023, the House Republicans have been leading the impeachment inquiry, which was formalized by the full House of Representatives in December 2023.
In June, the House Republicans submitted criminal referrals to the Justice Department, urging charges against Hunter Biden and James Biden, the president's brother, for making false statements to Congress regarding "critical aspects" of the impeachment investigation.
Earlier this year, Hunter Biden was convicted of federal gun charges in Delaware due to allegations made by Special Counsel David Weiss. His trial for federal tax charges in California is scheduled to commence in September.
