The former assistant of the mayor of Dolton, Illinois, accuses the mayor of unethical and predatory behavior.
Tiffany Henyard, the mayor of Dolton, has faced accusations of extravagant spending using public funds for months.
Henyard, the former assistant to controversial Dolton, Illinois Mayor Tiffany Henyard, is accusing the "supermayor" of unethical and predatory behavior in order to increase her influence, and claims that Henyard's lavish spending on the taxpayer's dime is a violation of ethical standards.
For months, Henyard, who is also the Supervisor for Thornton Township, has faced accusations of misconduct, excessive spending, corruption, and retaliating against colleagues.
The mayor has faced controversies and calls for resignation, but now a Thornton Township trustee has come forward to reveal details.
Carlisle has emailed WGN to speak out against Tiffany Henyard, the Thornton Township Supervisor and Mayor of Dolton, whom he believes has acted unethically and predatorily during her time in office.
"Over the past two years, Henyard has used her position to control employees, vendors, and residents, presenting a false image of success, with the financial support of the taxpayers of Thornton Township and the Village of Dolton."
Carlisle, who was previously an assistant to Henyard and later appointed a trustee in May 2023, stated at a recent special board meeting that she rarely questioned extravagant trips and other expenses charged to township taxpayers because she trusted the administration, according to the report.
The township trustees, including Carlisle, approved new limitations on event spending and credit card access.
"Carlisle stated, "I am standing up not only for myself but also for others who have been affected by Henyard's abusive leadership. I believe there are many more victims who have been retaliated against, fired, or lied to by Henyard, but have yet to speak out.""
Carlisle was given a new nickname by Henyard in response to an apparent show of disloyalty.
""I am considering giving you a new nickname, 'Lyin' Carlisle,' as I am tired of the constant performances at this meeting," Henyard stated."
In January, WGN reported that Henyard and her group spent $67,000 on trips to Portland, Austin, Atlanta, and New York City in just five months. Carlisle was present on at least one of these trips, along with other trustees and officials. In Atlanta, the group stayed at the Four Seasons and charged taxpayers over $9,300.
At the recent special meeting, Carlisle stated that she started asking questions when she no longer trusted the administration or the process.
As your assistant, I witnessed a lot and heard a lot. However, the first time I questioned supporting you was when you appeared on a national platform and claimed ignorance about a foundation. But you forget that I was present in certain rooms when certain events occurred, as stated by Carlisle in The Lansing Journal.
The Tiffany A. Henyard Cares Foundation has been under scrutiny for its role with Henyard.
The township board approved a $10,000 payment to a cancer foundation in September 2022, despite records showing that the foundation's paperwork was filed with the state on the same day.
A group bicycle ride to Springfield in support of a breast cancer bill cost thousands of taxpayer dollars, but the bill was never formally filed and state lawmakers weren't in session.
"At the meeting, Carlisle stated that you were not truthful about the foundation and later visited my house uninvited to try to make me say someone else started it."
The Village of Dolton has appointed former Chicago Mayor Lori Lightfoot as a "special investigator" to examine the alleged wrongdoing of Henyard.
Earlier this month, Lightfoot reported that Dolton's general fund balance decreased from $5.61 million in April 2022 to a deficit of $3.65 million by May 2024.
Henyard used the village credit card to make purchases at Amazon, Target, Walgreens, Wayfair, and other retailers, as Lightfoot disclosed.
On Jan. 5, 2023, the embattled mayor spent $33,000 on Amazon.
The accusations of financial misdeeds have prompted an ongoing FBI investigation.
Henyard, who is known for speaking into a golden microphone at meetings, has faced criticism for an alleged sexual assault by one of her allies during a Las Vegas trip, where the alleged victim claims to have been fired after speaking out.
Earlier this month, a federal grand jury indicted Lewis A. Lacey, the former deputy chief of police of Dolton and an ally of Henyard, on bankruptcy fraud charges. He is accused of hiding assets and income to evade paying creditors and settling a lawsuit.
In February, six individuals reportedly spoke to the FBI about Henyard's alleged misconduct, including business owners, a former village employee, and one or more public officials.
In April, the FBI served two federal subpoenas as part of an investigation, but Henyard was not served.
The employment records, personnel files, and disciplinary reports for 25 Dolton employees, including three police officers and Keith Freeman, who is the village administrator and Henyard's top aide, were requested. Freeman was later charged with bankruptcy fraud.
A subpoena was served on Freeman, requesting records of all companies linked to him and any connections to the village.
