The vice president's presidential campaign is facing internal concerns about unity, as her loyalists and former Obama staffers struggle to form a cohesive team, resulting in an "at times unwieldy" effort to promote what was once President Biden's re-election campaign.
Mike Donilon, the main architect of Biden's campaign messaging, has returned to the White House, while Harris has retained most of Biden's other campaign staffers, according to Axios, citing six sources involved in the campaign. Additionally, Harris has appointed her own staffers and prominent aides from Obama's 2012 re-election campaign, resulting in a "Frankenstein" team with competing power centers.
The report states that the Harris team's efforts to avoid making Biden staffers feel excluded have resulted in confusion about who is in charge, according to a person involved with Axios. Unlike Biden's insular campaign team, which had a few longtime aides calling the shots, the Harris team's approach has resulted in a lack of clarity about who is the first among equals with the vice president.
"Another person involved in the campaign told Axios that the entanglement of different entities has resulted in many people feeling a lack of role clarity, with confusion extending two or three rungs down."
Biden's campaign had parted ways with prominent election lawyer Marc Elias over his strategy last year. Harris has now brought Elias, who is close to former Obama administration Attorney General Eric Holder, back to work on her campaign to help vet vice presidential running mates and focus on Democrats' recount strategy.
The report suggests that the brief timetable of only 68 days until Election Day has prevented significant conflict.
"One person involved in the situation told Axios that it's just a hurried rush, with things occasionally clashing, but there's no intent to harm anyone."
Some Biden campaign aides believed that former Obama staffers had been second-guessing their moves for months, as some were involved in pushing Biden to exit the race.
Despite some on Biden's team believing that Harris is more electable after her June debate performance, others are disappointed they have to defend her for her past progressive stances on Medicare-for-all and fracking. These positions, along with those of other Democrats, helped Biden win the 2020 nomination.
Instead of changing her campaign team, Vice President Harris shifted her messaging from Biden's emphasis on "democracy" to her new focus on "freedom" and "future."
