New report warns of China's role in contributing to the crisis of deadly drugs destroying US families: 'Destabilizing crisis'

The Heritage Foundation released a report titled "Holding China and Mexico Accountable for America’s Fentanyl Crisis," which was obtained early by Planet Chronicle Digital.
The drug, which can be fatal in small doses and is estimated to have killed 75,000 Americans in 2023, was linked to massive numbers of deaths, according to a report by Andrés Martínez-Fernández and Andrew J. Harding.
The crisis at its core involves a complex international alliance comprising of America's main geopolitical rival and influential international criminal networks, according to the statement.
Fentanyl, an illicit drug, is manufactured in Mexico using Chinese precursors and smuggled across the border by drug cartels. It is commonly mixed with other drugs to deceive users about its content.
While the Mexican role in the crisis is widely recognized, the Chinese actions remain largely unclear.
The Chinese Communist Party (CCP) is actively funding, supporting, and pushing America's most deadly drug threat in history, which has resulted in a destabilizing crisis and a death toll that each year eclipses the total of U.S. casualties from the Vietnam War.
The authors of congressional reports have discovered that the Chinese Communist Party (CCP) directly supports the production and export of illicit fentanyl materials, as well as a tax rebate program that encourages the export of some fentanyl precursors, which undermines the Chinese government's claims that they cannot control illegal activities by smugglers and cannot identify which manufacturers are exporting them.
"It is possible that China may not have a complete understanding of specific precursor shipment volumes due to insufficient inspector allocation in its pharmaceutical chemical manufacturing industries," they stated.
Chemicals are being transported to Canada through air cargo, postal facilities, and maritime routes, according to a report. Additionally, the authors highlight the growing influence of Chinese networks in Canada.
The Biden administration has implemented several measures to combat the fentanyl crisis, such as expanding treatment options and enhancing resources at ports of entry where most fentanyl is seized. The report states that the Treasury has imposed sanctions on numerous individuals and organizations involved in smuggling and has employed diplomacy to persuade China to intensify its efforts against fentanyl suppliers.
The authors cautioned that China's recent successes in negotiations with the U.S. may not be genuine, as the country has a history of using negotiations to obtain concessions from the U.S.
"As long as suppliers can evade rules, the production of fentanyl precursors will continue to be profitable for China's chemicals industry, meaning that the Biden Administration's fentanyl diplomacy is unlikely to curtail this deadly scourge if past patterns are repeated."
The report accuses corrupt Mexican officials of colluding with narco-smugglers, claiming that the government has abandoned its efforts to combat the cartels.
The report suggests that the U.S. strategy should focus on exposing Chinese involvement in fentanyl trafficking through U.S. intelligence agencies, rather than relying on good-faith partners in the Chinese and Mexican governments.
The pharmaceutical supply chains should be reshored and nearshored in areas with a competitive advantage, and the U.S. should investigate Mexican involvement in the crisis.
If the U.S. government does not take action to stop the fentanyl crisis and prevent the CCP from facilitating the deadly trade, hundreds of thousands—if not millions—of Americans will be at risk of losing their lives.
