Kamala Harris' absence from Netanyahu speech not unprecedented.
In recent history, the President Pro Tempore of the Senate has presided over joint sessions of Congress.
Instead of sharing the speech to a joint meeting of Congress with Israeli Prime Minister Benjamin Netanyahu, Vice President Kamala Harris will attend a previously scheduled event in Indiana, the Zeta Phi Beta Sorority Grand Boule in Indianapolis.
The Vice President, who is also the President of the Senate, usually presides at joint meetings of the House and Senate. House Speaker Mike Johnson (R-La.) stated today that it may be unprecedented not to have the Vice President preside.
Over the years, the President Pro Tempore has presided on multiple occasions.
During Netanyahu's 2015 speech to Congress, there was one such instance.
Biden did not co-preside with Boehner; instead, Hatch presided as Pro Tempore of the Senate.
In 2011, Australian Prime Minister Julia Gillard spoke to a joint meeting of Congress. However, then-Vice President Biden did not preside over that meeting. Instead, it was Speaker of the House John Boehner and then-President Pro Tempore Sen. Daniel Inouye (D-Hawaii) who presided over the meeting.
Although there have been other instances, it is extremely rare for someone like Sen. Ben Cardin (D-Md.), the acting chairman of the Senate Foreign Relations Committee, to preside over a joint meeting of Congress. Sen. Patty Murray (D-Wash.) is currently the president pro tempore of the Senate and will not co-preside with Johnson during the joint meeting.
Currently, the controversy is taking place in a chaotic setting on Capitol Hill, with large groups of pro-Palestinian protesters occupying the rotunda of the Cannon House Office Building. The police have made some arrests.
The threat environment is heightened, particularly after the assassination of former President Trump. Currently, large fences surround the Capitol, which are the same type used by police following the riots. Tomorrow, the campus will be locked down for a significant portion of time.
Numerous Democrats will not be present at the Netanyahu speech due to their opposition to the Israeli leader's decision to launch the Gaza Strip war.
Ben Cardin, as Senate Foreign Relations Committee Chairman, will not be the first non-VP or non-President Pro Tempore to preside over a joint meeting of Congress.
The last non-VP or Senate President Pro Tempore to preside over a meeting where a South Korean president spoke to a joint session of Congress was Sen. David Pryor (D-Ark.), who did so on October 18, 1989. He shared this responsibility with House Speaker Tom Foley (D-Wash.).
