A potential challenge for Speaker Johnson's leadership.

The 118th Congress has spent 28 out of 494 days debating a House Speaker.

For the time being, House Speaker Mike Johnson, R-La., continues to hold his position.

Rep. Marjorie Taylor Greene, R-Ga., has not yet acted on her plan to remove Johnson from his position.

Greene and Rep. Thomas Massie, R-Ky., met with Johnson for a second consecutive day on Tuesday. Despite Greene's announcement last week that she would introduce a resolution to remove Johnson, she is delaying action once again.

In mid-March, she initially indicated that she would compel the House to cast a vote on her proposal.

Greene stated that we discussed matters in the speaker's office, and currently, the responsibility lies with Mike Johnson.

Greene responded, "It's up to Mike Johnson," when pressed about when she might make her move against the speaker.

The House is currently divided over the leadership of Speaker Kevin McCarthy, with many Republicans unhappy with his handling of the party's agenda. Greene wants to expose who is for and against Johnson, and could potentially rally support for him. However, a vote on Greene's resolution to remove Johnson from the speaker's office would be an important metric for gauging the political landscape. If Greene were to call up her resolution, the House would first have to vote on whether to allow her to offer a motion to "vacate the chair" and hold a new vote for speaker. This could lead to a catastrophic set of events that could paralyze the Republican party.

Let's examine the mathematical aspect for a brief moment.

It is possible that some Republicans will oppose tabling the vote of no confidence against Johnson, but it is likely that the House will prevent this effort from moving forward.

Since winning the majority in the 2022 fall midterms, House Republicans have faced numerous challenges, including a contentious election of former House Speaker Kevin McCarthy and the removal of McCarthy just nine months later, which resulted in a 22-day interregnum. This instability has left rank-and-file Republicans drained and disillusioned with the daily internal strife surrounding Johnson and Greene, with most conceding they are tired of Greene's enterprises.

"Rep. Don Bacon, R-Neb, stated that he and others do not like the policy because it weakens everyone, and they would be angry about it because it is not tactically or strategically smart."

Johnson's speakership may be vacated by Rep. Paul Gosar, R-Ariz., but Gosar is uncertain about the timing.

"Gosar stated, "I believe it won't occur this week." He added, "I hope it doesn't happen this week. Therefore, I'll leave it at that.""

Johnson was questioned by Yours truly regarding the persistent danger posed by Greene.

Johnson replied, "The conference and cause won't benefit from it."

The announcement by Democratic leaders to assist Johnson through a parliamentary maneuver appeared to fan the flames of the House Republican Conference.

Nancy Pelosi, the former Speaker of the House from California, expressed her support for Hakeem Jeffries, the House Minority Leader from New York, in bringing in the Democratic forces to aid Johnson.

Pelosi replied, "I believe he's closely connected to our caucus."

What does this imply about Johnson if he must rely on the minority to maintain his job?

"Pelosi stated that the minority party supports the integrity of the House of Representatives and will not allow it to be tainted by falsehoods."

While a cynic may argue that Democrats did not save McCarthy, Democrats counter that McCarthy breached a significant spending agreement and made disparaging remarks about the other party. Despite the differences between Democrats and Johnson, Democrats believe they obtained what they required from Johnson - funding for Ukraine and an impartial negotiator on spending deals.

Did Democrats inadvertently cause more chaos in the Republican Conference by stating their support for Johnson, leading to Greene's regular meetings with him? Despite any unintended consequences, the outcome is clear: there is turmoil among House Republicans.

Greene and Massie are receiving a lot of attention from rank-and-file Republicans, who are grumbling about the daily drama.

"Rep. David Joyce, R-Ohio, grumbled, "You held a big press conference last week to announce plans for this week, only to repeat the process again. Are we fundraising or trying to accomplish something on the floor?""

Johnson might face a revolt if he caters to any one group who opposes him, as Joyce suggested.

The current chaos within the House Republican party could provide insight into the future of Johnson, any potential Republican Speaker, and the presidency.

Since the 118th Congress began on January 3, 2023, the House has burned 28 of the 494 days, with the fight over a speaker being the cause. The House is unable to do anything until there is a speaker, including voting, creating committees, legislating, and even swearing in its members. The speaker election process took five days in January 2023, making it the longest since the late 1850s. After McCarthy was ousted in October, the House burned an additional 22 days before electing Johnson.

Here's the problem:

If Republicans retain control of the House in the upcoming elections, the path for Johnson to regain the speaker's position is uncertain. However, if Democrats gain control, Jeffries will be elected as speaker. If Greene calls a vote on Johnson, it will provide insight into the type of opposition he may face in January.

In January 2023, the House must vote until it elects a speaker, with no other business allowed. The speaker cannot be sworn in until the election is complete.

The new Congress must begin under the Constitution with the selection of a speaker and the swearing-in of members at noon on January 3, 2023.

It took five days to elect McCarthy, 22 days to elect Johnson.

In January 2023, the House had ample time to spare as it was following a midterm election. Similarly, it had plenty of time last fall.

On January 3, 2025, the 119th Congress will begin without the luxury of time.

The Electoral College must be certified by the House on January 6th.

The certification of the electoral votes for the 2020 election was not completed by Congress until the early hours of Jan. 7, following the Capitol riot.

If the House is unable to elect a speaker and cannot conduct a Joint Session of Congress to certify the Electoral College, what will occur?

If Republicans hold the House and struggle to elect a Speaker, this issue may arise.

The current troubles that are bothering Mike Johnson may become even more complex in January.
