The fires in Los Angeles have burned out of control for over a week, leaving 12,000 structures destroyed and water scarce. Finger-pointing and blame are rampant, and last week, the L.A. Fire Department was sent out to battle the blaze without water. The crucial fire hydrants were dry.
The five taxpayer-funded reservoirs, which were supposed to be constructed, were never built despite voter approval in a 2014 referendum.
