The company is advocating for state and federal governments to offer incentives that expedite the approval of AI infrastructure, enabling the completion of new solar arrays, wind farms, and nuclear reactors. Additionally, OpenAI suggests that states could include a provision in their subsidies that ensures a portion of the compute is made accessible to public universities.
The National Transmission Highway Act: OpenAI is advocating for a program that would provide funding for the construction of stand-up transmission infrastructure specifically designed for AI, including electrical power on an AI-optimized transmission grid, high-bandwidth data communications, and pipelines for other energy sources necessary to create a nationwide "AI highway."
The U.S. government can encourage private sector funding for high-cost energy infrastructure projects by committing to purchasing energy and other means that lower credit risk. Additionally, the government could direct funding to local training programs that prepare Americans for AI jobs, such as data center management and operations. OpenAI suggests that existing state-sponsored 529 educational savings accounts could be altered to allow investments in coding boot camps, HVAC technician training, and electrical training.
The company proposes a compact among Western Hemisphere countries to simplify access to capital, supply chains, and talent. They envision that, in the future, the collaboration of resources and information could rival the People's Republic of China's AI infrastructure alliances.
