Gen. Keith Kellogg (Ret.) warned that President Biden's fitness for a second term is in question, stating that the U.S. cannot have a "part-time commander-in-chief" as Biden prepares to meet with NATO leaders.

During "Fox & Friends" on Tuesday, the former Army lieutenant general stated that Alexander Hamilton, in the Federalist Papers, wrote about the key attribute of a national leader being energy, referring to both intellectual and physical energy.

"To be an effective commander-in-chief, one must be fully committed and not merely a part-time leader."

The former national security adviser to VP Mike Pence emphasized the significance of making rapid decisions at any moment, a trait that has been questioned by both Democrats and Republicans following the president's debate performance.

"President Trump was always quick to make decisions, even when he was woken up in the middle of the night. For example, when we killed Soleimani, he provided an answer within a day, and Soleimani was dead on the third. This was a hard decision made under pressure, but Trump was able to make it quickly and decisively."

"The NATO summit wants to see if President Biden can do the job effectively, as the world has a question about his ability to perform beyond just 5 or 6 hours a day."

According to Axios, the president has difficulty functioning outside of a 10 AM to 4 PM workday schedule or after international travel.

Biden seemed to struggle while debating Trump, frequently stumbling over his words, mumbling, and having difficulty expressing himself clearly.

Both Democrats and Republicans have questioned his leadership abilities after his performance raised doubts about his ability to lead the country through a second term.

On Tuesday night, at the 75th anniversary summit in Washington, D.C., Biden will speak to NATO leaders.

After NATO Secretary General Jens Stoltenberg danced around questions about President Biden's ability to lead the alliance, he declared on Planet Chronicle on Sunday that he would not participate in the domestic U.S. debate.

President Biden had a productive meeting with me in the Oval Office a few weeks ago, and this week we will make important decisions at the NATO summit in Washington on deterrence, defense, Ukraine, and also work more closely with our Asia-Pacific partners to address the threats and challenges posed by China, as he told Planet Chronicle' Joey Jones.

Without U.S. leadership, the decisions that will be made this week would not have been possible. I eagerly anticipate an important summit in Washington this week.

Even though there is increasing bipartisan support for Biden to withdraw from the presidential race before the November election, he has pledged to continue running, despite low approval ratings.

Biden calls into MSNBC show, says he's 'not going anywhere'

According to Biden, we're not going anywhere, and he is not going anywhere, as he stated to MSNBC hosts Mika Brzezinski and Joe Scarborough on Monday.

"If I didn't believe I was the best candidate to defeat Donald Trump in 2024, I wouldn't be running," he stated. "The voters made their choice clear during the democratic nominating process, with me winning 14 million of their votes."
