Trump's inauguration flags ordered amid Carter's mourning period.
On Tuesday, Virginia flags will be lowered to half-staff in honor of Jimmy Carter, following the inauguration of Donald Trump.
On Monday, Virginia Governor Glenn Youngkin, a Republican, directed that the state's flags be flown at full-staff in honor of President-elect Donald Trump's inauguration.
On Saturday, Youngkin declared that the flags of the United States and Virginia should be flown at full-staff on all state and local buildings and grounds in Virginia to commemorate the inauguration of the 47th President of the United States.
Despite President Biden's order to fly flags at half-staff for 30 days following the death of former President Jimmy Carter on Dec. 29, Youngkin issued a directive that flags should not be lowered.
When a former president passes away, it is customary to observe a 30-day mourning period and lower flags to half-staff as a tribute.
The U.S. flag should be displayed at half-staff at the White House and on all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions, as per Biden's statement.
On Tuesday, following the presidential inauguration, Virginia flags will be lowered to half-staff to pay tribute to Carter, as announced by Youngkin.
The governor wrote that the flags will remain at half-staff in honor of former President James Earl Carter, Jr. until January 28, 2025.
Several Republican governors, including Idaho Gov. Brad Little, North Dakota Gov. Kelly Armstrong, Florida Gov. Ron DeSantis, Alabama Gov. Kay Ivey, Tennessee Gov. Bill Lee, Iowa Gov. Kim Reynolds, and Texas Gov. Greg Abbott, have broken tradition and ordered flags to be raised on Monday.
Three Democratic governors, including California Gov. Gavin Newsom, Colorado Gov. Jared Polis, and Washington Gov. Bob Ferguson, have directed their states to fly flags at full-staff in honor of President Trump's inauguration before the mourning period concludes on January 28.
On Inauguration Day, the U.S. Capitol will have its flags flown at full-staff, as ordered by House Speaker Mike Johnson.
Trump has criticized the idea of half-staff flags during his inauguration following Carter's death.
"Trump wrote on Truth Social on Jan. 3 that the Democrats are "giddy" about the possibility of the American flag being at "half mast" during his inauguration, thinking it is a great idea because they do not truly love the country but only think about themselves."

In 1973, when Nixon was sworn-in for his second term, the flags were flown at half-staff in honor of the late President Truman.
