According to multiple sources, the deal will prolong current government funding levels for three months and also put off the debt limit for two years, as demanded by President-elect Trump.
The bill contains aid for farmers and $110 billion in disaster relief funding for Americans affected by storms Helene and Milton.
On Wednesday, Speaker Mike Johnson's initial government funding plan was rejected by conservatives led by Elon Musk and Vivek Ramaswamy, causing concerns of a partial government shutdown just before the holidays.
GOP hardliners were enraged by the inclusion of unrelated measures and policy riders in the bill at the final stage.
GOP lawmakers were unable to agree on a "clean" bill, or a continuing resolution (CR), due to Trump's insistence on pairing it with action on the debt limit, which was expected to be a contentious issue in the first half of next year.
