The use of pressurized fluids to extract natural gas from shale rock, known as fracking, is a contentious method and was previously pledged to be banned by Harris during his presidential campaign in 2019.
Pennsylvania is a crucial swing state with 19 electoral votes and is the second-largest natural gas producer in the U.S., making fracking necessary to access its vast gas resources.
Despite her consistent advocacy for fracking during this election cycle, some Republicans and gas groups are requesting additional assurances from Harris' campaign as Election Day approaches, due to the inconsistent messaging they experienced under Biden over the past four years.
Trump has tried to fill in the gaps on Harris' policies.
Harris has been against fracking "her whole life," Trump said Saturday.
"He stated that he would construct a windmill to eliminate all your birds."
Trump accused Harris of being responsible for the Biden administration's failures in U.S. oil and gas production, such as the focus on electric vehicles, the closure of old power plants, and the rise in energy prices, which increased by up to 50% in the Keystone State.
President Biden's January order to pause U.S. natural gas exports was referred to as "Kamala's ban" by him.
During a second term, Trump pledged, all that would change.
He announced that energy prices would be reduced by half within 12 months, starting from Jan. 20, to the cheers and applause of the packed stands of supporters.
Hours before the doors opened, many had gathered outside the central Pennsylvania arena to hear Trump speak.
The former commander in chief did not disappoint the several attendees who had been waiting since dawn to see him, as evidenced by their cheers.
"Trump announced to the audience that he would quickly repair the issue, stating that Kamala was responsible for the breakage."
He stated that Democrats had never before waged a war on the commonwealth like they did.
