Since the end of the Soviet era, Russia and China have conducted their largest joint military exercises.
The State Department cautions that China is providing Russia with significant assistance for its military equipment.
This week, Russia and China conducted their largest military drills in 30 years, with joint naval and air exercises spanning both hemispheres, according to a Reuters report.
The Russian defense ministry announced that the upcoming week-long war games will involve 90,000 troops, 400 warships, submarines, and support vessels, as well as 120 planes and helicopters spread across various oceans and seas.
The "Ocean 24" exercises took place concurrently with meetings in Brussels between the U.S. and the European Union, where discussions centered on security in the Indo-Pacific and China's backing of Russia during the Ukraine conflict.
Beijing was accused by the U.S. of exceeding a limit by providing significant assistance to Russia during the two and a half year conflict and economic sanctions, which reportedly affected its military inventory.
"According to Politico EU, U.S. Deputy Secretary of State Kurt Campbell stated that the latest material supplies China provided Russia are not dual-use capabilities, but are being directly applied to the Russian war machine."
The Chinese government is making a significant effort to support and expand various components of the Russian military, despite concerns about collaboration.
"Most of these activities have been driven underground," Campbell warned.
The State Department accused China of aiding Russia in evading sanctions and urged Beijing to uphold international law during peace negotiations.
China has consistently maintained its innocence in Russia's unlawful war in Ukraine and has advocated for a ceasefire to put an end to the conflict.
In May, a six-part peace proposal from China and Brazil was rejected by Ukrainian President Volodymyr Zelenskyy, who stated that the plan did not respect Ukraine's territorial integrity, according to a report by Brazilian news outlet Metropoles on Thursday.
According to a report by the Kyiv Independent, he stated that you must either support the war or not support it. If you do not support it, then assist us in stopping Russia.
"Why should we surrender our land and ignore the atrocities committed against our people? What is the point of compromise in that?" he inquired. "I believe it's counterproductive. It's merely a political statement."
Last week, Russian President Vladimir Putin expressed his willingness to participate in peace talks with Ukraine if a country such as China, Brazil, or India served as a mediator. However, this condition is unlikely to be accepted by Ukrainian President Volodymyr Zelenskyy due to Russia's connections to both Brazil and China.
The invasion of Ukraine has caused Moscow and Beijing to become more united against the U.S. and its Western allies, as geopolitical divisions between authoritarian leaders and democratic nations have become more pronounced.
Besides China, other countries have also been assisting Russia in strengthening their alliance.
On Tuesday, Campbell reportedly stated that Moscow has started sharing some of its closely guarded military secrets with China by granting it access to submarine, missile, and other sensitive technologies.
"Russia is providing support in areas where they had previously been reluctant to engage directly with China, according to Campbell. We are concerned about a particular number of military arenas where there appears to be some determination to provide China with greater support."
If Russia provides China with more military capabilities, China will pose a greater threat to Japan and South Korea in the East China Sea, according to U.S. officials.
