A Washington, D.C., judge who granted bail to a teenager accused of shooting at a car full of people on a busy street has a social media presence promoting progressive activism and a financial connection to progressive mega donor George Soros.

This week, Lloyd U. Nolan, Jr., a magistrate judge on the Superior Court of the District of Columbia, is under scrutiny after he released 18-year-old Amonte Moody from custody before his trial, despite accusations that he fired shots from an AR-15 into a D.C. neighborhood while targeting a car carrying four people.

Nolan's online presence showcases his progressive activism, with posts about being "woke," promoting Black Lives Matter, and donating to a fundraiser linked to George Soros.

Nolan donated to Gideon's Promise, a group founded in 2017 with the support of a fellowship from George Soros' Open Society Foundation, on behalf of a professor named Jonathan Rapping.

A professor at Atlanta's John Marshall Law School, Rapping, founded a venture focused on training and supporting public defenders in the Southeastern United States.

The Gideon's Promise website declares that they imagine a country where every individual has access to passionate, exceptional legal representation to guarantee "equal justice for all" in the criminal justice system.

"We are dedicated to enhancing the effectiveness of public defenders as a vital component of the criminal justice system. Public defenders play a crucial role in advocating for the accused in this country, and we are committed to supporting and improving their skills at every stage of their career to ensure fairer outcomes for America's most vulnerable citizens."

Nolan's Facebook page was set to private after Planet Chronicle Digital reached out for comment on his social media posts but did not receive a response.

On May 3, Nolan decided that Moody, who was accused of endangerment with a firearm, possession of a weapon, and assault, was not a danger to the community and granted a request for house arrest with a GPS monitor, according to WJLA-TV.

An emergency hearing was requested by prosecutors with the U.S. Attorney's Office in Washington, D.C., to discuss the decision to release Moody on house arrest and potentially reverse it, prompting outrage from many on social media.

The prosecutors wrote that the government presented evidence proving that the defendant fired an AR-15 weapon 26 times at a car driving away on a public street in the 1700 block of Independence Ave SE, disassembled the firearm, and concealed it in a ceiling.

"Although the behavior of the defendant was unacceptable, the strong evidence against them, such as video footage and two eyewitnesses identifying them as the shooter, as well as the legal presumption in favor of detention before trial, the Magistrate Judge decided to release the defendant."

All defendants are presumed innocent in the D.C. court system, according to a spokesperson who spoke to Planet Chronicle Digital.

The judge ruled that the defendant would be placed under 24-hour home confinement with electronic monitoring, as the education and social services were already in place, to ensure the safety of both the defendant and the public.

The defense heavily relied on Moody's lack of prior law enforcement encounters and the provision of educational, family, and community resources.

The spokesperson stated that Judge Nolan conducted a comprehensive hearing and had a direct conversation with the defendant regarding the penalties of violating any aspect of the release terms.
